This bill mandates the Department of Management to conduct a study on the potential merger of the Department of Natural Resources and the Department of Agriculture and Land Stewardship. The study will evaluate the overlapping missions and programs of the two departments, assess the impact of a merger on service delivery, cost savings, and administrative efficiencies, and explore integration methods related to building space, management, personnel, equipment, and computer systems.

The Department of Management is required to prepare and submit a report detailing its findings and recommendations to the governor and the general assembly by December 31, 2026. Additionally, the bill is designated to take effect immediately upon enactment.
