This bill establishes a new category of temporary class A beer permits specifically for native breweries, allowing them to manufacture and store beer off premises. Under the amended Section 123.130, a class A beer permittee is now permitted to store beer overnight unless the premises are licensed under a class A beer permit or authorized under a new permit issued pursuant to section 123.130A. The new section outlines the application process for native breweries to obtain a temporary class A beer permit, which can be applied for electronically and is valid for a maximum of nine months.

The temporary class A beer permit allows breweries to manufacture beer off premises using their own equipment and to store beer overnight, but it does not permit the sale of beer at the off-premises location. The fee for this temporary permit is set at $150, which is half of the annual permit fee, and it cannot be refunded. Additionally, the temporary permit can be renewed up to two times, providing native breweries with more flexibility in their operations while adhering to regulatory requirements.
