This bill establishes a new regulation concerning the idling of stationary railroad train engines near residential zones in Iowa. Specifically, it prohibits railway corporations from allowing their train engines to run for more than one hour if the train is located within one-half mile of an area designated for residential use within a city.

In addition to the new idling restrictions, the bill outlines penalties for violations. Any railway corporation that fails to comply with this regulation will face a schedule four penalty, which entails a fine ranging from $500 to $5,000 for each violation, as specified in Code section 327C.5.
