The bill specifies that the governor, except in the year of their initial inauguration, along with state departments and agencies, must submit these proposals to the legislative services agency at least sixty days prior to the convening of each session of the general assembly. This replaces the previous requirement of forty-five days.
Additionally, the bill clarifies that the legislative services agency is responsible for reviewing these proposals and submitting them in proper form to the presiding officers of each house for referral to the appropriate standing committee. It also establishes a seven-day review period for the relevant department or agency or the governor's office to return the proposals to the legislative services agency before they are submitted to the presiding officers.
