This bill mandates the Iowa Department of Education to develop and administer a pilot program that requires one rural school district and one urban school district to establish attendance centers specifically for students requiring special education and those with behavioral issues. The Department will select the participating districts and, in consultation with them, will determine the courses of study, curricula, and instructional facilities to be used. Each district must submit an annual report by June 1 detailing student participation, academic performance, feedback from students, parents, and teachers, as well as challenges and recommendations for improvement. The Department will compile these reports and submit them to the General Assembly by June 30 each year.

Additionally, the bill modifies the funding requirements for the pilot program. It stipulates that, starting from budget years beginning on or after July 1, 2026, at least 48% of the 90% of funds calculated under current law for special education support services must be allocated to the pilot program instead of being used solely for contracted services from area education agencies. The bill defines "eligible students" as those requiring special education or those whose emotional, social, or behavioral needs hinder their success in a regular educational environment. The pilot program is set to be repealed on July 1, 2031.
