This bill authorizes resident students in Iowa who are admitted to and attending a comprehensive transition and postsecondary program to participate in the Iowa tuition grants program. It allows the College Student Aid Commission (CSAC) to award tuition grants to these students, provided that the programs are approved by the United States Department of Education and offered by accredited private institutions, community colleges, or institutions governed by the state board of regents. Students can receive grants for up to eight semesters of study, with the grant amount not exceeding the equivalent of resident tuition and mandatory fees for two semesters.

Additionally, the bill stipulates that tuition grants can be awarded annually for fall, spring, and summer semesters, with payments distributed equally across the semesters. If a student discontinues attendance after receiving grant payments, any refund due must be returned to the state by the institution. The bill also includes amendments to existing law to ensure that the Iowa tuition grants fund can support grants for students in these comprehensive programs, alongside those enrolled in accredited private institutions.
