This bill amends the existing laws regarding emergency telephone systems in Iowa, specifically focusing on the emergency communication service surcharge and the reimbursement requirements for joint 911 service boards. The monthly surcharge imposed on each originating service number is increased from $1.00 to $1.15, with a provision for an annual increase of 2% starting July 1, 2027. This increase will be uniformly applied across the state and to all originating service numbers.
Additionally, the bill modifies the allocation of the surcharge revenue to joint service boards, reducing the percentage from 60% to 55% through June 30, 2028, or until the completion of the next generation 911 transition phases. Furthermore, the bill repeals the existing provision that allows the 911 program manager to request reimbursement from joint service boards for certain costs related to 911 call traffic delivery, which must be reimbursed within 30 days.
