Senate File 2189 amends the vehicle registration and issuance of a certificate of title in Iowa, specifically addressing the requirements for nonresident vehicle owners. The bill stipulates that if a nonresident owns a vehicle that requires an Iowa certificate of title or registration, the application must include the full legal name, Iowa driver's license number or nonoperator's identification card number, date of birth, bona fide residence, and mailing address of the primary user. If the primary user is a business entity, the application must also provide the bona fide business address and federal employer identification number. Importantly, the primary user's name and address will not be printed on the registration receipt or certificate of title.
Additionally, the bill introduces a provision for nonresidents who own real property in Iowa. If such a nonresident uses the vehicle primarily at their Iowa property, the application must include reasonable proof of property ownership, as determined by the department. This proof may allow the inclusion of the owner's driver's license number or nonoperator's identification card number from another state instead of the primary user's information. The department is tasked with adopting rules regarding acceptable proof of property ownership.
