This bill amends the transportation provisions for pupils participating in open enrollment in Iowa. It modifies the existing law regarding the distance that receiving districts can send school vehicles into a pupil's district of residence. Specifically, for receiving districts with fewer than 2,000 students, the bill removes the limitation of sending vehicles no more than two miles into the district of residence, allowing transportation as long as the pupil's primary residence is closer to the receiving district's attendance center than to the sending district's assigned center.

Additionally, for receiving districts with an enrollment of 2,000 or more students, the bill eliminates the requirement that vehicles must travel two miles or more into the pupil's district of residence. Instead, it allows these districts to transport pupils regardless of the distance, provided that the pupil's district of residence has fewer than 2,000 students, is contiguous to the receiving district, and has previously sent school vehicles into the receiving district. The bill maintains the existing provision that allows transportation arrangements if both the sending and receiving districts' boards agree, ensuring flexibility in transportation options for open-enrolled pupils.
