This bill amends Section 96.11 of the Iowa Code to establish a new process for the department of workforce development regarding the fact-finding process for unemployment benefit claims. It allows both claimants and employers to submit information to the department independently, without the presence of the other party. After each party has provided their statements during the joint fact-finding meeting, the department is required to share the information with the other party. Additionally, either party can request that the department provide this information without the other party present.
Furthermore, the bill mandates that the department must offer each party the opportunity to respond or rebut the information provided by the other party before making an initial determination on the claim's validity. This rebuttal process can also occur without the other party's presence if requested. All information submitted under this new process will be held to the same standards as other information collected during the fact-finding process for unemployment claims.
