This bill amends the current law regarding the allocation of funds from the sports wagering receipts fund in Iowa. It specifies that for the fiscal year beginning July 1, 2025, and each subsequent year, the funds will be appropriated in a prioritized manner: first, $1.75 million to the Department of Health and Human Services for behavioral health initiatives; next, $750,000 to the Economic Development Authority for regional sports authority districts; followed by $1.5 million for the length of service award program grant fund; and finally, the remaining funds will be split equally between the Department of Public Safety for public safety equipment and the Department of Management for local emergency services equipment grants. Additionally, a new local emergency services equipment grant account is established to support local governments in purchasing emergency services equipment.
The bill also removes the previous provision allowing the use of sports wagering receipts for cash flow purposes and eliminates certain reporting requirements related to the county endowment fund. For the fiscal year 2024-2025, it appropriates $10 million each to the community attraction and tourism fund and the destination Iowa fund, as well as $10 million to the levee improvement fund. The provisions related to these appropriations take effect immediately upon enactment, while other sections will become effective contingent upon the enactment of related legislation in 2025.
