This bill amends the existing provisions related to the sports wagering receipts fund in Iowa, specifically addressing the allocation and appropriation of funds for various purposes starting from the fiscal year 2025-2026. It establishes a priority order for the distribution of funds, with the first $1.75 million allocated to the Department of Health and Human Services for behavioral health initiatives. Subsequent allocations include $750,000 to the Economic Development Authority for regional sports authority districts, $1.5 million for the length of service award program grant fund, and equal distributions to the Department of Public Safety and the Department of Management for emergency services equipment. Additionally, a new local emergency services equipment grant account is created to facilitate grants for local governments to purchase necessary equipment.

The bill also removes the previous authorization for using funds from the sports wagering receipts fund for cash flow purposes and eliminates certain reporting requirements and considerations for grants from the county endowment fund. For the fiscal year 2024-2025, it appropriates specific amounts from the sports wagering receipts fund to the community attraction and tourism fund, the destination Iowa fund, and the levee improvement fund, with these provisions taking effect immediately upon enactment.
