This bill amends existing Iowa law regarding special registration plates and decals associated with military service. It replaces the term "plates" with "decals" in several sections, indicating a shift from issuing special registration plates to providing decals that can be displayed on existing registration plates. The bill allows nonprofit organizations exempt from federal income taxation under sections 501(c)(3) or 501(c)(19) of the Internal Revenue Code to apply for approval to issue these decals. The Iowa Department of Transportation (DOT) is tasked with designing distinct decals for various military awards, which will be issued to eligible applicants for a fee of $10 for a pair of decals.
Additionally, the bill eliminates the previous requirement for a minimum order of 250 special registration plates before production could begin. Instead, it mandates that the DOT design and issue decals that can be displayed on registration plates issued under a specific code section. The bill also outlines provisions for contacting applicants who previously paid a start-up fee for special plates, offering them the option to receive a refund or the new decals. All fees collected from the sale of these decals will be directed to the road use tax fund and subsequently transferred to the veterans license fee fund.
