This bill amends existing Iowa law regarding special registration plates and decals associated with military service. It replaces the term "plates" with "decals" in several sections, specifically for the combat infantryman badge, combat action badge, combat action ribbon, air force combat action medal, and combat medical badge. The bill eliminates the previous requirement for a minimum of 250 orders and a start-up fee of $20 for the issuance of special registration plates. Instead, it mandates the Department of Transportation (DOT) to design and issue separate decals that can be displayed on registration plates, with a fee of $10 for a pair of decals.
Additionally, the bill expands eligibility for organizations to apply for decals by including those exempt under section 501(c)(19) of the Internal Revenue Code, which pertains to veterans' organizations. The DOT is also required to contact applicants who previously paid the start-up fee to inform them of the new decals and offer them a choice between a refund or the new decals. The fees collected from the sale of these decals will be deposited into the road use tax fund, with monthly transfers to the veterans license fee fund.
