The bill establishes a Rural Attorney Recruitment Assistance Program aimed at helping rural counties and municipalities in Iowa recruit attorneys. The program will be administered by the college student aid commission, which will assess the needs of each applicant county or municipality to determine eligibility. To qualify, a county or municipality must have a population of less than 26,000 and be located more than 20 miles from a larger city. Eligible participants will receive an incentive payment, which consists of five annual installments equal to 90% of the University of Iowa College of Law's resident tuition and fees. The participating counties or municipalities are required to contribute 35% of the total incentive payments.

Additionally, the bill creates a Rural Attorney Recruitment Assistance Program Fund to support the program's implementation and administration. The fund will accept various forms of financial contributions and will be used to meet the program's requirements. The college student aid commission is tasked with adopting rules for the program and ensuring that agreements for recruitment assistance are filed and approved. However, the program is limited to assisting no more than five attorneys, and this limitation will be repealed on July 1, 2026.
