This bill appropriates funds from the Rebuild Iowa Infrastructure Fund (RIIF) and the Technology Reinvestment Fund (TRF) for various projects and initiatives for the fiscal year 2025-2026. It allocates significant amounts to multiple departments, including $1.5 million for the demolition of a fleet building and $5 million for maintenance projects at the state historical building. The Department of Agriculture and Land Stewardship receives $8.2 million for the water quality initiative fund, while other notable allocations include $10 million for the community attraction and tourism fund, $15 million for a driving training facility by the Iowa Law Enforcement Academy, and $25.6 million to reimburse state universities for operating fund deficiencies.

The bill also modifies existing appropriations, allocating a total of eighteen million two hundred sixty-nine thousand two hundred seventeen dollars to the TRF and deleting a previous appropriation of twenty-one million one hundred thirty-one thousand eight hundred seventy-three dollars from the RIIF to the TRF for the fiscal year 2024-2025. It amends the standing appropriation to TRF from the general fund, changing the effective date to fiscal years beginning on or after July 1, 2026. Additionally, the reversion period for unencumbered or unobligated moneys from certain appropriations is extended from three to four years, allowing funds to remain available until project completion or the end of the extended fiscal year. The provisions of this bill are considered of immediate importance and take effect upon enactment.
