This bill amends various sections of Iowa property law, specifically regarding manufactured or mobile home retailer licenses, rental agreements, and notice requirements. The annual license fee for manufactured or mobile home retailers is increased from $100 to $120. The definition of "rent" is expanded to include base rent, utilities, late fees, and other payments made by tenants to landlords. Additionally, the bill clarifies that when computing time for service completion, the first day is excluded while the final day is included, regardless of weekends or federal holidays. It also modifies the enforcement of prohibited provisions in rental agreements, shifting the focus from the use of such provisions to their enforcement.
Furthermore, the bill allows landlords access to a tenant's mobile home after an order of removal to secure the property. It establishes that notices delivered by posting and mailing to all tenants and unknown parties in possession are considered sufficient notice to all parties involved. In forcible entry and detainer cases, service of notice by mail can occur before two attempts at personal service. The bill also extends the period of peaceable possession from 30 to 90 days as a bar to forcible entry and detainer proceedings and allows plaintiffs to dispose of any personal property left behind after a tenant's removal, excluding mobile homes unless they are the premises.
