The bill amends various sections of Iowa property law, specifically regarding manufactured or mobile home retailer licenses, rental agreements, and notice requirements. It increases the annual license fee for manufactured or mobile home retailers from $100 to $120. Additionally, it clarifies the definition of "rent" to include base rent, utilities, late fees, and other payments made by tenants to landlords. The bill also modifies the computation of time for service notices, stating that the first day is excluded while the final day is included, regardless of weekends or holidays.

Furthermore, the bill changes the language regarding the enforcement of prohibited provisions in rental agreements, shifting from a prohibition on using such provisions to a prohibition on enforcing them. It allows landlords access to mobile homes owned by tenants after a removal order to secure the property. The bill also stipulates that notices delivered by posting and mailing to all tenants and unknown parties in possession are considered sufficient notice. It extends the period of peaceable possession from 30 to 90 days as a bar to forcible entry and detainer proceedings and allows plaintiffs to dispose of any personal property left behind after a tenant's removal, excluding mobile homes unless they are the premises.
