The bill defines a "pediatric palliative care patient" as an individual under the age of twenty-one who has been diagnosed with a chronic, complex, life-threatening illness that is expected to shorten their life expectancy and who is not expected to survive past twenty-one years of age. Additionally, the bill mandates the creation of a special classification for residential care facilities that primarily serve these pediatric patients, which will be referred to as pediatric palliative care centers. These centers will provide respite care services and hospice program services, and they will be exempt from certain regulations.

Furthermore, the bill allows licensed residential care facilities within this special classification to be eligible for various funding sources available to hospice programs and other related services. The Department of Health and Human Services is authorized to adopt emergency rules to implement the provisions of this Act, which will take effect immediately upon enactment.
