This bill amends existing laws regarding hemp products and the definition, possession, and allowable forms of medical cannabidiol in Iowa. It expands the definition of medical cannabidiol to include inhalable forms of flowers from the Cannabis sativa L. or Cannabis indica plants. Additionally, the bill mandates the medical cannabidiol board to establish packaging requirements for vaporizable forms and prohibits dispensaries from providing inhalable medical cannabidiol to individuals under 21 years of age.

Furthermore, the bill stipulates that medical cannabidiol registration cards must include a statement indicating that patients and primary caregivers cannot possess more total tetrahydrocannabinol than they are authorized to purchase within a 90-day period. It also modifies the affirmative defenses available in cases of unlawful possession of marijuana, ensuring that these defenses only apply if the patient or caregiver's possession does not exceed the authorized amount. Importantly, the bill clarifies that it does not restrict individuals from manufacturing, selling, or possessing hemp products as permitted under existing law.
