This bill amends Section 1B.3 of the Iowa Code to establish guidelines for the display of the national league of families POW/MIA flag at public buildings. It specifies that custodians of public buildings are authorized to raise the POW/MIA flag on each secular day when weather conditions permit. Furthermore, if the POW/MIA flag is displayed, it must be flown second in order of precedence, directly underneath or adjacent to the flag of the United States.
Additionally, the bill mandates that the national league of families POW/MIA flag be flown at all state-owned buildings to honor Iowa veterans who are missing in action or prisoners of war, in accordance with federal rules. This legislation aims to ensure that the sacrifices of these veterans are recognized and honored in a consistent manner across public facilities in Iowa.
