This bill amends existing Iowa law to create exemptions from service charges for storm water drainage system services. Specifically, it introduces new provisions that prevent counties, cities, and real estate improvement districts from charging for these services during billing cycles when the connected real property retains at least one and one-half inches of standing water. Additionally, the bill stipulates that properties containing a retention pond that complies with the national pollutant discharge elimination system general permit no. 2 will also be exempt from such charges.
The amendments are made to three sections of the Iowa Code: Section 331.465, Section 358C.15, and Section 384.84. Each of these sections is updated to include the new subsections that outline the conditions under which service charges for storm water drainage system services will not be applied, thereby providing financial relief to property owners who meet the specified criteria.
