The bill establishes a study committee within the judicial branch to evaluate and propose reforms to the court debt system in Iowa. The committee's primary objective is to simplify the statutory framework governing the administration of court debt, aiming to reduce errors, lessen administrative burdens, enhance efficiency, and ensure accurate distribution of funds. Importantly, the committee's scope does not extend to reconsidering the amounts of court debt assessed or the distribution amounts to recipients.
The committee will be chaired by the state court administrator or their designee and will include a diverse membership comprising state officials such as the governor, secretary of state, and various department directors, as well as four legislative members appointed by the leaders of the Senate and House of Representatives. The committee is tasked with submitting its recommendations for statutory reform in the form of a proposed legislative bill to the judiciary committees of both chambers by November 1, 2025.
