This bill amends Section 70A.1 of the Iowa Code to modify the provisions regarding additional vacation time for state employees based on their sick leave usage. For the first four years of employment, state employees, excluding certain faculty and those under specific collective bargaining agreements, may elect to receive up to one-half day of additional vacation if they have accumulated ten days of sick leave and do not use any sick leave during a full month. After the fourth year of employment, the eligibility criteria change to require thirty days of accumulated sick leave. The bill also clarifies that the additional vacation time replaces the accrual of sick leave for that month and includes provisions for part-time employees.

Additionally, the bill introduces a new section, 70A.24, which mandates paid parental leave for state employees who are entitled to leave under the federal Family and Medical Leave Act of 1993. Specifically, it grants up to four weeks of paid leave for a state employee parent who gives birth and up to one week for a parent who did not give birth. For adoption, both parents are entitled to four weeks of paid leave. The Department of Administrative Services is tasked with adopting rules to implement these new provisions.
