This bill amends Section 321.194 of the Iowa Code to modify the driving distance restrictions for individuals holding a special minors restricted driver's license who participate in open enrollment. Under current law, these licensees are allowed to operate a motor vehicle without supervision for specific purposes, including attending scheduled courses of instruction, with a maximum driving distance of 25 miles. However, if the licensee resides within the public school district they attend, they can drive to school without distance limitations.

The proposed changes allow licensees participating in open enrollment to operate a motor vehicle up to 40 miles between their residence and school, thereby increasing their driving range compared to the previous 25-mile limit. This adjustment aims to accommodate students who choose to enroll in schools outside their residential district while still adhering to the necessary regulations associated with their special minors restricted license.
