This bill amends Section 455B.392 of the Iowa Code to expand the scope of strict liability for individuals or entities in control of hazardous substances. The intent is to ensure that the costs associated with managing hazardous situations are adequately addressed and that those responsible for creating such conditions bear the financial responsibility.
