This bill establishes a prohibition against private institutions of higher education in Iowa that participate in the Iowa tuition grant program from creating, maintaining, or staffing diversity, equity, and inclusion offices. The bill outlines that this prohibition does not apply if such actions are mandated by federal or state law or accreditation standards. Additionally, it specifies that the prohibition does not interfere with certain activities, including academic course instruction, research, student organization activities, guest speaker arrangements, and licensed health services.
The bill also includes a reporting mechanism whereby any individual can report potential violations of this prohibition to the attorney general. Upon receiving a report, the attorney general must notify the relevant department and the institution within 15 days. The institution is then required to either rectify the violation or provide evidence that no violation occurred within 30 days. Failure to comply will result in the institution's ineligibility to participate in the Iowa tuition grant program for the following academic year, although eligibility can be restored if corrective actions are taken by October 1 of that academic year.
