This bill amends various sections of Iowa's election laws to enhance the administration of elections. Key changes include the requirement for absentee ballot materials to include the voter's four-digit personal identification number instead of the previous voter identification number. It also prohibits special elections from being held on the first, second, or third Tuesdays preceding and following city or school elections. Additionally, the bill mandates that if a voter does not respond to an election day registration form, the county commissioner must notify the county sheriff. Voter registration records, including forms, must now be maintained on the statewide voter registration system.
Further amendments include extending the period for maintaining election records for non-federal elections from six months to twenty-two months or until the conclusion of an election contest, whichever is later. The bill removes the option to conduct canvasses on the first and second Mondays following an election, instead specifying that canvasses must occur on Tuesdays. It also requires the special precinct election board to convene by 9:00 a.m. on election day for absentee ballot counting. Lastly, the bill modifies the signature requirements for filing a protest against a city budget, changing it from a percentage of votes cast in the last gubernatorial election to a percentage of the city's population based on the most recent census.
