This bill proposes the repeal of Iowa's beverage containers control program, commonly known as the bottle bill. It eliminates the requirement for dealers to charge consumers a refund value for beverage containers, as well as the stipulation that containers must display this refund value. The bill also repeals provisions related to the approval of redemption centers and the processes for returning beverage containers for refunds. Following the enactment, the bill allows for a transition period where any unencumbered funds in the bottle bill fund will be transferred to the state's general fund, and any refund values or handling fees held by distributors will become their property after a specified period.

Additionally, the bill amends various sections of the Iowa Code to align with the repeal of the beverage containers control program. It maintains certain provisions, such as the prohibition against disposing of beverage containers in landfills by participating dealers, distributors, manufacturers, or redemption centers. The effective date of the repeal is set for six months after the enactment of the bill, with immediate provisions for the transfer of funds and handling fee refunds for distributors during a 30-day period following enactment.
