This bill amends Section 249A.30A of the Iowa Code to increase the personal needs allowance for residents of certain facilities under the Medicaid program from $50 to $85 per month. This change applies to individuals residing in nursing facilities, intermediate care facilities for persons with an intellectual disability, intermediate care facilities for persons with mental illness, and psychiatric medical institutions for children.

Additionally, the bill stipulates that residents with an income of less than $85 per month will receive a state supplement to ensure they can retain the full personal needs allowance of $85. To support this provision, the general assembly is required to make an annual appropriation from the state’s general fund to the department responsible for providing this supplementation.
