This bill mandates the development and distribution of an age-appropriate model program for firearm safety instruction in Iowa school districts by July 1, 2026. The program for students in kindergarten through sixth grade must be based on the Eddie Eagle GunSafe program, while the program for students in grades seven through twelve should be based on the National Rifle Association's hunter education course. School districts are encouraged to implement the model program for younger students, and starting in the 2026 school year, they are required to offer or make available an approved firearm safety instruction course for students in grades seven through twelve, including those attending nonpublic schools within the district.

Additionally, the bill specifies that instructors for these courses do not need to be licensed teachers, and courses can be held at locations outside of school district property. It also allows for flexibility in scheduling, permitting courses to be offered during summer months, weekends, or after regular school hours. The bill includes a provision that any costs associated with state mandates will be covered by state school foundation aid received by the school districts, ensuring compliance without the need for additional state funding.
