This bill amends the definitions and power output limits for low-speed electric bicycles and pedestrian conveyances in Iowa. Specifically, it updates the definition of a low-speed electric bicycle to clarify that it is a device equipped with a saddle or seat for the rider, two or three wheels, fully operable pedals, and an electric motor that produces not more than seven hundred fifty watts. Additionally, the definition of a pedestrian conveyance is expanded to include various human-powered devices and specifies that these devices can also have an electric motor, provided it does not exceed the same power limit of seven hundred fifty watts.

The bill removes the previous language that limited the power output of electric motors to "less than" 750 watts and replaces it with "not more than" 750 watts. This change aims to clarify the maximum allowable power for these devices. Furthermore, if an electric motor exceeds this limit, the vehicle will be subject to the regulations outlined in Code chapter 321, which pertains to motor vehicles and the law of the road.
