This bill establishes the Iowa veterans home members fund, which will be managed by the Department of Veterans Affairs. The fund will consist of appropriated moneys from the general assembly, as well as any additional funds obtained from federal sources or private donations. Notably, the bill stipulates that interest or earnings generated from the fund will remain within it and that any unspent funds at the end of the fiscal year will not revert to the state's general fund.

Furthermore, the bill mandates that if sufficient funds are available, the Department of Veterans Affairs is required to provide a monthly stipend of $45 to each member of the Iowa veterans home who is receiving Medicaid benefits. This initiative aims to support veterans by offering them additional financial assistance through the newly created fund.
