The bill amends various sections of Iowa's alcoholic beverage control laws to expand the privileges of retail alcohol license holders and streamline licensing for native manufacturers. Notably, it allows customers to carry any alcoholic beverage in an open container from a licensed premises to adjacent locations, including other licensed premises, temporarily closed public right-of-ways, or private places. This replaces the previous provision that only permitted the removal of unsealed wine bottles. Additionally, the bill modifies the definition of "premises" to include noncontiguous locations approved by the alcohol and tobacco tax and trade bureau, thereby allowing for greater flexibility in the operation of licensed establishments.

Furthermore, the bill increases the number of retail alcohol licenses that can be issued to native manufacturers from two to three and raises the annual wholesale sales limits for class A beer and wine permit holders. Specifically, it allows native breweries to sell up to 38,000 barrels of beer and native wineries to sell up to 150,000 gallons of wine annually to off-premises retailers. The bill also eliminates the bond requirements for class A beer and wine permit holders, simplifying the regulatory framework for these businesses.
