This bill amends Iowa law to establish special registration plates featuring an air medal distinguishing processed emblem, which is designed by the Department of Transportation (DOT) in consultation with the adjutant general. The air medal is awarded for acts of heroism or meritorious achievement in aerial flight. Eligible individuals who have been awarded the air medal can apply for these special plates by providing satisfactory proof of their award. Notably, the bill stipulates that one set of these special registration plates will be issued at no charge to the approved applicants, in contrast to the standard fee of $25 for special plates.

Additionally, the bill outlines the financial management of the fees associated with the air medal plates. It mandates that the fees collected by the DOT for these plates be deposited monthly into the road use tax fund, with a corresponding transfer to the veterans license fee fund based on the previous month's collections. The bill also allows the surviving spouse of a person who received air medal plates to continue using or applying for these plates under specific conditions, including the payment of a nominal annual fee and the requirement to return the plates if the surviving spouse remarries.
