This bill establishes a special enrollment period for pregnant women under certain health insurance policies, contracts, and plans. It mandates that these policies allow pregnant women to enroll at any time after a health care professional certifies their pregnancy, without imposing any fees or penalties for this special enrollment. Coverage for the pregnant woman will be effective from the first day of the month in which the certification occurs, unless she chooses to have it start the following month.

The bill applies to various classes of third-party payment provider policies, including individual and group accident and sickness insurance, hospital or medical service contracts, and health maintenance organization contracts, effective from January 1, 2026. However, it excludes certain types of insurance such as accident-only, specified disease, and dental or vision coverage. Additionally, the commissioner of insurance is tasked with adopting rules to administer the provisions of this bill.
