This bill authorizes the selective harvesting of mature timber and other trees on public lands by private logging companies, aiming to generate revenue for the maintenance and improvement of state parks while ensuring environmental sustainability. It establishes a new section, 456A.36A, which outlines the definitions and requirements for private logging companies to submit proposals to the Department of Natural Resources (DNR) for selective harvesting. The DNR is tasked with approving or denying these proposals based on adherence to state regulations and environmental protection standards, with specific conditions for approval, including benefits to forest health, public safety, or preservation of native ecosystems. A public comment period of at least 30 days is mandated before any decision is made.

Additionally, the bill creates a state park logging account to manage funds generated from harvesting activities in state parks, which will be used for park maintenance, educational programs, and environmental monitoring. It also amends the natural resources account to include revenue from the new harvesting activities. The bill emphasizes best practices for environmental protection during harvesting, mandates the natural regeneration of native tree species, and requires the DNR to implement a sustainable forest management plan. An annual report detailing harvesting activities, revenue, and environmental impacts must be submitted to the general assembly, and all related documents will be made publicly available. The bill takes effect immediately upon enactment.
