This bill establishes provisions for military veterans with active duty military police experience to qualify for lateral transfer to law enforcement agencies in Iowa without the need to complete the standard academy training program. To be eligible, veterans must have served a minimum of four years in the U.S. armed forces, held a military police designation, completed accredited military police training that meets or exceeds academy standards, and received an honorable or general discharge under honorable conditions. Eligible veterans must submit an application to the council, including proof of military service, certification of military police training, and documentation of relevant duties performed.

Upon review, the council will issue a certificate of equivalency to qualifying veterans, who must then complete a one-week Iowa-specific law enforcement orientation course and undergo background checks and psychological evaluations as required for new law enforcement hires. The bill also mandates the council to develop guidelines for evaluating military police training and to publish an annual report detailing the number of veterans transitioning to law enforcement and their performance in these roles.
