This bill mandates the legislative council to engage a qualified individual or organization to conduct a comprehensive review of Iowa's public education system, specifically from prekindergarten through grade twelve. A "qualified person" is defined as an independent, nonpartisan entity that is not affiliated with any political party, special interest group, or Iowa school district. The review will encompass a variety of elements, including an examination of historical trends, an audit of funding sources and expenditures, proposals for simplifying funding streams, and an assessment of the current structure of school districts. The review will also consider the unique challenges faced by rural and urban schools, gather input from education professionals, and explore innovative educational models and funding mechanisms.
Upon completion of the review, the qualified person is required to prepare a report with findings and actionable recommendations, which must be submitted to the general assembly by January 1, 2026. The report will include strategies for both short-term and long-term reforms, along with estimated costs and potential funding sources. Following the submission, the majority leader of the senate and the speaker of the house will facilitate a presentation of the report in a joint session, while public forums will be organized to discuss the findings and gather feedback for potential implementation of the recommendations. The bill is effective immediately upon enactment.
