This bill proposes a supplemental appropriation of $1 million from the state general fund to the Department of Health and Human Services (HHS) for the fiscal year 2025-2026. The funds are designated to support the Double Up Food Bucks program, which aims to enhance access to fresh fruits and vegetables for individuals and families receiving assistance through the Supplemental Nutrition Assistance Program (SNAP). Grant recipients of this program are required to provide a dollar-for-dollar match of the grant assistance. Additionally, the bill stipulates that the appropriated funds will not revert at the end of the fiscal year, ensuring their availability for the intended purposes.

Furthermore, the bill mandates HHS to request a waiver from the United States Department of Agriculture to redefine the eligible foods under SNAP. The proposed eligible foods include real eggs, real meat, real dairy, bread, grains, all fruits and vegetables, cereals, peanut butter, nuts, pasta, rice, legumes, and items from the Iowa special supplemental nutrition program for women, infants, and children approved food list. All eligible foods can be in various forms, such as fresh, frozen, canned, or juiced. The implementation of these changes will take effect upon federal approval of the waiver request.
