This bill amends the Iowa health and wellness plan by introducing community engagement requirements for eligible individuals as a condition of membership. Specifically, it mandates that individuals participate in community engagement activities, such as working, volunteering, or participating in work programs for a minimum of twenty hours per week, unless they qualify for certain exemptions. Exemptions include individuals under nineteen, over sixty-four, those medically unfit for employment, pregnant women, and caregivers for dependent children, among others.

Additionally, the bill requires the Department of Health and Human Services to submit a request for a section 1115 demonstration waiver to the Centers for Medicare and Medicaid Services if necessary, to enforce these community engagement requirements. The implementation of these provisions is mandated to occur by July 1, 2025, and the bill takes effect immediately upon enactment.
