This bill authorizes the governor of Iowa to appoint a resident, along with the majority leader of the senate and the speaker of the house of representatives, to negotiate with the state of Minnesota for the purchase of nine counties: Rock, Nobles, Jackson, Martin, Faribault, Freeborn, Mower, Fillmore, and Houston. The negotiated agreement must include provisions that recognize Iowa's acceptance of Minnesota's land title and allow any pending legal actions regarding the land to be resolved in Minnesota courts, with those judgments being enforceable in Iowa.

For the agreement to be valid, it must be approved by the Iowa General Assembly and signed by the governor, as well as receive similar approval from the Minnesota legislature and the U.S. Congress. Additionally, the Iowa General Assembly must allocate funds for the purchase if required, and a constitutional amendment must be passed to ratify the new state boundaries. The bill is deemed of immediate importance and takes effect upon enactment.
