If the proposed rate increases exceed the established limits, they must be approved by voters in a general election, and any excess charges collected prior to the election must be refunded if the increase is not approved.

Specifically, properties that retain at least 1.5 inches of standing water during a billing cycle or contain a retention pond that complies with specific environmental regulations will not incur charges for storm water drainage services.
