This bill amends existing laws regarding the conveyance of firearms in or on snowmobiles and all-terrain vehicles in Iowa. It removes the current prohibitions against operating or riding these vehicles with a loaded firearm, whether concealed or not, on land that is not owned, possessed, or rented by the individual, provided their conduct is otherwise lawful. Additionally, the bill allows nonambulatory individuals to carry uncased and unloaded firearms while operating or riding these vehicles, and it permits them to discharge firearms from these vehicles while lawfully hunting, as long as the vehicle is not in motion.

Furthermore, the bill repeals a section of the law that imposes fines for carrying firearms in vehicles on public highways, which previously required firearms to be unloaded and contained in a fastened case. The scheduled fines of $35 for conveying an assembled, unloaded gun and $70 for a loaded gun are also eliminated. Overall, the bill significantly relaxes restrictions on the conveyance of firearms in specific vehicle contexts.
