This bill establishes the Iowa Family Planning Network under the Medicaid program by requiring the Department of Health and Human Services (HHS) to submit a Medicaid state plan amendment to the Centers for Medicare and Medicaid Services (CMS) for approval. The network will maintain the same benefits, eligibility requirements, and provisions as the previously approved Medicaid Iowa family planning network waiver in effect as of June 30, 2017. Additionally, contingent upon legislative appropriation, HHS is tasked with adopting rules to allocate funds to areas with high rates of sexually transmitted infections to promote awareness of the family planning network and its services.
Furthermore, the bill includes a repeal of the existing state family planning services program, which will take effect only after HHS receives approval from CMS for the new Medicaid state plan amendment. HHS is required to inform the Code editor of the approval date, ensuring a smooth transition from the old program to the newly established Iowa Family Planning Network.
