This bill amends Section 282.18 of the Iowa Code to establish new financial obligations for school districts regarding open enrollment. Specifically, it mandates that starting from school years beginning on or after July 1, 2026, the board of directors of a student's district of residence must pay the receiving district an amount equivalent to the per pupil funding received from the secure an advanced vision for education (SAVE) fund for the previous school year. This payment is in addition to existing funding requirements for open enrollment.

The funds transferred to the receiving district under this new provision must be utilized exclusively for purposes outlined in Chapter 423F, which pertains to statewide school infrastructure funding. This change aims to ensure that resources from the SAVE fund are appropriately allocated to support educational infrastructure in districts receiving open-enrolled students.
