This bill amends the Iowa Code to provide specific definitions and exemptions related to the state child care assistance (CCA) program for unhoused individuals. It introduces a new definition of "unhoused," which includes various living situations such as residing in someone else's home due to loss of housing, living in motels or shelters, or being abandoned in a hospital. This definition aims to clarify the circumstances under which individuals are considered unhoused.

Additionally, the bill establishes that families identified as unhoused by the Department of Health and Human Services (HHS) will not be required to make copayments or similar payments to participate in the CCA program. This exemption will remain in effect for six months after HHS determines that the family is no longer unhoused. This legislative change is intended to support unhoused families by alleviating financial burdens associated with child care assistance.
