This bill amends existing laws regarding the process for obtaining replacement certificates of title for vehicles in Iowa. It specifies that if a certificate of title is lost or destroyed, the owner or lienholder must apply for a replacement certificate of title, which will be issued by the department or county treasurer. The application process requires a fee of thirty dollars, and the replacement certificate will be clearly marked as such, including any security interests and liens. Additionally, the bill allows new purchasers to receive an original certificate of title upon presenting the assigned replacement certificate to a county treasurer, and it mandates that any original certificate must be surrendered if a replacement has been issued.

Furthermore, the bill modifies the fee structure for replacement certificates of title, increasing the amount that county treasurers can retain for their general fund from $12 to $18 per fee collected. It also harmonizes the language used in the Code to consistently refer to "replacement certificates of title" rather than "replacement copies." Importantly, the provisions of this bill will apply retroactively to any applications for replacement certificates made on or after January 1, 2025.
