The bill amends Section 321J.11 of the Iowa Code to expand the list of medical personnel authorized to withdraw a blood specimen from individuals suspected of operating a vehicle while intoxicated. In addition to licensed physicians, physician assistants, medical technologists, and registered nurses, the bill now includes emergency medical technicians (EMTs), emergency medical technician-paramedics, licensed practical nurses, medical laboratory technicians, phlebotomists, laboratory assistants, and other qualified individuals, provided they are acting at the request of a peace officer and are authorized by their designated medical directors.

Furthermore, the bill establishes that individuals withdrawing blood must do so reasonably, in good faith, and in accordance with standard medical procedures and occupational safety standards. It also provides legal protection for these authorized personnel against civil or criminal liability for the withdrawal of blood, except in cases of negligence. This change aims to streamline the process of obtaining blood specimens in operating while intoxicated cases while ensuring that proper medical protocols are followed.
