The bill outlines specific subjects that must be covered in the course, including the basic principles of the United States republican form of government, the historical development of this government, and comparisons with other forms of governance. Additionally, it specifies a list of foundational documents that students must read, such as the Constitution, the Declaration of Independence, and key essays from the Federalist Papers.

The course will carry a minimum value of three semester hours of credit and will satisfy any general education requirement in the social sciences necessary for graduation. Furthermore, if a student completes this course at one public institution and later transfers to another, they will not be required to retake the course.
