This bill amends various sections of the Iowa Code related to library services provided by the Department of Administrative Services (DAS). It eliminates the requirement for the state librarian to submit a biennial report to the governor regarding DAS's library activities, which also removes the general biennial reporting requirements for the state librarian. Additionally, the bill strikes the obligation for DAS to develop and approve a biennial unified plan of service and service delivery for its library services, as well as the requirement to establish and administer standards for state agency libraries.

Furthermore, the bill modifies the enrich Iowa program by removing references to "access plus" programs and replacing it with "interlibrary loan" programs. This program aims to provide direct state assistance to public libraries, support open access initiatives, and incentivize improvements in library services based on performance measures. The department is tasked with adopting rules for the allocation of funds appropriated by the general assembly to assist eligible public libraries in compliance with these performance measures.
