This bill mandates that the University of Iowa Hospitals and Clinics (UIHC) must offer interviews for available medical residency positions in specific specialties, including obstetrics and gynecology, psychiatry, general surgery, emergency medicine, neurology, and primary care, as well as for cardiology fellowship positions. To qualify for an interview, applicants must be residents of Iowa, have earned an undergraduate degree from an Iowa college or university, or have obtained a medical degree from a medical school in Iowa.

Additionally, the bill requires the UIHC to submit an annual report to the governor and the general assembly by January 15. This report must detail the interviews conducted in the previous fiscal year, including the names of the applicants' medical schools, whether they were offered and participated in an interview, if they were accepted into residency or fellowship positions, and the total number of positions filled by qualifying applicants.
