This bill amends existing laws regarding the county commissions of veteran affairs in Iowa. It changes the reporting period for the hours of veterans services provided by each county commission's executive director or administrator from the previous calendar year to the previous fiscal year. Additionally, it updates the requirements for the employment of an executive director or administrator, mandating compliance with training and certification directives from the commandant of the Iowa department of veterans affairs. The bill specifies that failure to obtain necessary certifications and training within one year of employment will result in removal from office.
Furthermore, the bill stipulates that continuing education for the executive director or administrator must be obtained only from entities approved by the commandant of the Iowa department of veterans affairs, eliminating the previous requirement to meet the continuing education standards of the national association of county veterans service officers. The costs associated with the training of the executive director or administrator will be covered by the appropriations authorized in section 35B.14.
